Batch app PGP key retention

Batch app settings now retain the existing PGP key pair when the batch app is disabled and re-enabled.

This means that if a client already has the Batch app enabled with a private and public key pair issued, disabling and re-enabling the app will no longer replace those keys. Clients can continue using their existing public key to encrypt input files, helping prevent batch processing failures caused by unexpected key changes.
